Transfer of an Out-of-State Title to a Pennsylvania Title


Effective January 31, 2006 the following credentials are the only ones that must be used for identification purposes when titling and registering a vehicle in Pennsylvania:

  • A valid Pennsylvania Photo Driver’s License
  • A valid Pennsylvania Photo Identification Card
  • A valid Pennsylvania Photo Exempt Driver’s License
  • A valid Pennsylvania Photo Exempt Identification Card
  • A valid U.S. Armed Forces Common Access Card (Dependents of Armed Forces Personnel must provide a valid United States Uniformed Services Identification and Privilege Card (DD Form 1173)

NOTE: The requirements for Pennsylvania ID do not apply to the seller or sellers of a vehicle. However, this does not exempt the seller or sellers from providing valid government issued photo identification for identification purposes when completing motor vehicle documents as the seller of a vehicle.

You will need to have the out of state title in your possession AND the car must have the VIN # verified. I can verify the VIN if you bring the car with you. If you don’t have the title, then follow these directions.


How to Obtain Your Title for Registration if it is Held by a Lien Holder


Schedule an appointment with us and bring in the following:

  • Proof of identification
  • Lien holder's account number
  • The lien holder's name, fax number, and whose attention I should address
  • The year, make, and vehicle identification number of the vehicle

I will then be able to obtain your title for you.


How to Register an Out of State Vehicle Here in Pennsylvania:


Schedule an appointment with us and bring in the following:

  • The title
  • The vehicle. If you do not have the vehicle, bring in either a tracing of the vehicle's identification number OR take a photo of the vehicle's identification number and either one signed off by an inspection mechanic on form MV-41. All out of state titles and brand new vehicles with MCO's or MSO's require a VIN verification.
  • Unexpired Pennsylvania Driver's License
  • Mileage
  • Unexpired proof of Pennsylvania insurance
  • If it is registered in the name of two people, both have to show up and sign
  • A check, cash, credit card or debit card to pay for this process is required.
  • You will then have ten days to get the vehicle inspected.
